Orrville council adopts rezoning ordinance, approves firefighter classifications and advances 2025 budget readings

Orrville City Council adopted a rezoning ordinance, approved a personnel resolution and advanced the city's 2025 budget at its June 17, 2024 regular meeting.

The council voted to adopt Ordinance C-24, which reclassifies a parcel on the north side of Post Doubler Road (PPN 59-02315; frontage 212 feet, depth 181 feet) from R-4 residential to I-1 industrial. Council moved the ordinance to third reading and then adopted it by roll call vote; the motion passed.

Council also adopted Resolution 14-24, which establishes multiple part-time firefighter classifications (Firefighter I and II with EMT-B, EMT-A and EMT-P levels) and creates a planning and marketing development manager position in the classified service, repealing inconsistent legislation. Members moved the resolution to third reading and then approved it by roll call vote.

Separately, the council placed Resolution 18-24, the city's calendar-year 2025 budget, on first review and declared an emergency for the procedural step. Officials noted the total budget excluding transfers is $65,000,000, including approximately $8.5 million for the general fund, $7.5 million for remaining tax-supported funds and roughly $49,000,000 for utilities. Council scheduled second reading for July 1, offered an optional budget workshop on July 8 and set third reading for July 15.

The meeting record shows the motions were moved and seconded and roll-call votes were taken for the adopted items. No amendments to the adopted ordinance or resolution were recorded on the meeting agenda or in the discussion.
