Orrville council adopts zoning amendment reverting retail parking rules

Orrville — The City Council on Oct. 7 voted to adopt Ordinance E-24, amending chapter 1112 (section 1112.07) of the Orrville zoning code to restore pre-2020 parking requirements for retail stores and service establishments.
Safety Service Director Wheeler said the ordinance corrects an unintended change made by a consultant and returns the rule for eating and drinking establishments to "1 parking space per 75 square feet of customer service area plus 1 per 3 employees." He illustrated the effect with a Dairy Queen example, saying the existing site has 34 spaces, a planned new building would provide 38 spaces, but under the altered code it would have required 52 spaces — about 14 more than the planned build and roughly 18 more than the existing site.
Council members framed the vote as a technical fix to align the code with prior practice rather than a new policy direction. Councilmember Borrell moved adoption; Carr seconded. The motion passed by roll-call vote.
The ordinance takes effect according to the city’s standard code-adoption timetable. City staff and the planning department will update permit reviews to apply the restored language to future retail and restaurant proposals.
Council members did not request additional study or amendments during the meeting. The public hearing was held at the start of the Oct. 7 session and drew no speakers.
