Rock Springs council holds first readings on cemetery ordinances amid mixed public comment

The Rock Springs City Council held first readings on two cemetery-related ordinances and heard public comment on Aug. 20, 2024.
City Attorney Rick Beckwith clarified that Ordinance 2024-11 should be read as a repeal of the ordinance that prohibits minors in the cemetery; it was read on first reading. Ordinance 2024-12, which amends Section 4-407 (rules and regulations to be enforced), was also read on first reading.
During the public comment period, Dawn Dale urged the council to allow residents to walk dogs on cemetery paths, saying the cemetery is a safer place to walk in winter because the paths are free from ice and snow. Shirley Cukale spoke twice: she apologized for past actions and later said she opposed Ordinance 2024-12, arguing people do not clean up after their dogs. Councilors Rob Zotti, Larry Hickerson and Tim Robinson said they had received feedback both for and against Ordinance 2024-12 and noted cemetery employees support the ordinance; they encouraged residents to submit feedback to the city.
Both ordinances were left at first reading so councilors can consider public feedback and any further adjustments before subsequent readings or votes.
