Facilities committee approves draft community center animal policy, will forward to select board

The Harwich Facilities Committee voted on June 12 to approve a draft community center animal policy and forward it to the select board for final approval.

Committee members said the policy grew from a listening tour and a series of incidents that prompted a review of rules for animals in town buildings. Members described a balance between enabling residents who bring animals and protecting users with allergies or safety concerns; several speakers noted that some dog handlers acknowledged problems with leash control. The committee discussed explicit protections and process for service animals and agreed staff should be trained on what questions are legally permitted when someone claims an animal is a service animal. Animal control has agreed to work with staff on training and an education component for employees.

A motion was made to approve the draft as written and to transmit it to the select board for final action. The committee did not specify mover and seconder on the record; members agreed to appear at the select‑board meeting if the select board requests further clarification. The committee chair said staff would send the draft through the committee liaison.

The committee emphasized that approved programming that involves animals — such as educational visits or an owl exhibit — could continue under an approval process rather than an open exemption. Next steps are the select board review and any follow-up questions from that governing body.
