Waynesville council adopts emergency ordinances for water main and street projects, awards engineering and construction contracts

The Village of Waynesville on Aug. 5 moved forward on multiple infrastructure projects, adopting emergency ordinances to secure engineering and construction steps for water‑main and street improvements.
Council waived the two‑reading rule and adopted Ordinance No. 2024‑023 authorizing the Village Manager to enter a cooperative agreement with Wayne Township related to the Fourth Street water main replacement and resurfacing project. The council then waived rules and adopted Ordinance No. 2024‑024 to enter into a contract with Choice One Engineering for services related to Fourth Street; Chief Gary Copeland said that producing engineering drawings before applying for OPWC increases the Village’s score and that the Fourth Street project is roughly a $1 million project that, if awarded, could leave the Village with about $400,000 of local share.
Council also moved to adopt Ordinance No. 2024‑025, authorizing the Village Manager to contract with SmithCorp, Inc. for the Franklin Road Water Main and Street Improvements Project, Phase II, in an amount not to exceed $1,178,740. Finance staff said the grant award carries a roughly 21% local match, and Ms. Morley indicated the Village’s expected out‑of‑pocket cost would be less than $250,000.
All three emergency ordinance adoptions were passed by roll call with six ayes. Councilmembers said advancing engineering and construction steps improves grant competitiveness and expedites roadway and water infrastructure repairs.
