Castine Selectboard sets FY25 mill rate at 9.5%, approves warrants and annual appointments

The Castine Selectboard voted July 29 in Emerson Hall to set the town’s FY25 mill rate at 9.5% and to approve routine warrants and municipal appointments.
Chair Gordon MacArthur and Selectboard member Roberta Boczkiewicz voted 2-0 to approve a General Fund warrant for $42,628.16 and a Water Fund warrant for $572.09. Gordon MacArthur read the warrant motions and called for votes after brief, no-discussion motions and seconds.
Finance Officer Karen Motycka presented the town’s tax-commitment materials and memorandum before the board voted to set the FY25 mill rate at 9.5%. Motycka said that, for property owners whose assessed values did not change, the shift in the mill rate corresponds to approximately a 6.2% increase in their tax bills.
The board also approved the town’s annual municipal official appointments as read by Chair MacArthur. A July 24 letter from outgoing Town Manager Shawn Blodgett listed the positions and nominees for fiscal year 2024–25, including Derik Goodine as town manager (term beginning 8/1/24), Karen Motycka as finance officer/treasurer/tax collector, Susan Macomber as town clerk/registrar/excise tax collector, Shawn Blodgett as code enforcement officer, and named department heads and other officers.
MacArthur and Boczkiewicz offered public thanks to outgoing Town Manager Shawn Blodgett “a big thank you to Shawn for his excellent work, care and dedication to the Town over the past five (5) years.” The Selectboard noted that Blodgett will remain on as the town’s Code Enforcement Officer.
With no further business, Boczkiewicz moved to adjourn, MacArthur seconded, and the board adjourned at 9:05 AM.
