Castine schedules public meeting on harbor resilience after $50,000 adaptation grant

The Castine Selectboard and Harbor Committee have scheduled a public meeting for 4:30 p.m. on July 17 to gather input on future design work for the town pier and adjacent waterfront, Town Manager Shawn Blodgett said at the board's July 1 meeting.
The meeting follows Harbor Committee work to prepare a statement of work and a request for proposals for a consultant to design the next phase of the dock and harbor area. Blodgett told the board that Castine was approved for $50,000 from the Maine Infrastructure Adaptation Fund to help defray the consultant and planning costs.
Why it matters: town officials described the dock reconstruction after January storm damage as more storm resistant than the previous structure but emphasized that rising sea levels will require additional planning and phased design. The Harbor Committee intends to engage property owners along Sea Street and other stakeholders early in the process; abutter notices have been mailed to owners in the Maritime Activity District.
Among topics the committee expects to cover are marina layout and capacity, coordination with abutting property owners, metrics for phased timelines, parking for vehicles and trailers, the regulatory horizon and potential resilience measures such as breakwaters or bulkhead extensions. A separate meeting notice circulated by the Harbor Committee lists those issues and asks for stakeholder input in framing the RFP.
Public interest already surfaced at the July 1 meeting. Resident Bruce Boczkiewicz asked whether the July 17 session would focus solely on the dock or on the entire waterfront. Blodgett said there is no design consultant yet and that the intention is to involve Sea Street abutters and other stakeholders if the town proceeds with follow-on work.
Next steps: the Harbor Committee will hold the July 17 meeting to collect public input and refine the RFP before soliciting proposals. The committee and town manager indicated further design phases will depend on RFP outcomes, consultant recommendations and available funding.
