Castine manager announces harbor ribbon cutting, Battle Avenue soils testing and new grants

Town Manager Shawn Blodgett told the Selectboard on June 17 that storm-recovery work has restored the Town Dock side of Castine's harbor and a ceremonial ribbon cutting is scheduled for 10 a.m. on Friday, June 21.
Blodgett reported that Sevee & Maher Engineering (SME) will begin soils characterization and groundwater analysis at the Battle Avenue lot (Tax Map 20, Lot 8A) as the first phase of a multi-month process to test soils and map subsurface conditions that will inform any future site decisions. No design for a fire station exists yet; the testing is investigatory.
On roads and paving, he said recent work completed small connecting paving and sidewalk work near Perkins and Tarratine; a planned overlay for roughly 850 linear feet of Wadsworth Cove Road was scheduled next, but an asphalt plant malfunction delayed completion and will likely push final paving to later in the week. Survey work for the Sea Street pump station began June 11 under a contract with Olver Associates, the firm the board previously authorized to perform engineering work for that project.
Blodgett announced the town received a $20,000 Project Canopy grant to develop a targeted forest-management plan overseen by the Castine Tree Committee and said the town intends to apply for a $50,000 T-Mobile community-building grant to create a walking path, native-plant garden and possibly a story trail on the Spring Street lot. He noted no matching funds are required for the T-Mobile grant.
He also reported Public Works is short one staff member, that a stormwater mitigation project at Sewer Pump Station #1 was completed, and that Code Enforcement currently has nine pending applications and three possible enforcement actions. Assistant Chief Spratt is pursuing state and federal surplus-equipment programs to acquire affordable used gear.
Blodgett's memorandum was entered into the record as part of the meeting packet and formed the basis for his oral summary to the board.
