Plain City council approves annexation, zoning and project resolutions at second reading

Plain City Council approved several items at second reading during its June 23 meeting, including an annexation ordinance, multiple planning-and-zoning code amendments and project participation resolutions.
Council voted to approve Ordinance 18-2025 (accepting the annexation petition for approximately 70.50 acres from Darby Township), Ordinance 19-2025 (amending planning and zoning fees), Ordinance 20-2025 (Corridor Development Overlay District amendment), and Ordinance 21-2025 (amendments to Chapter 1136). Council also approved Resolution 34-2025 (implementing the Planning and Zoning Fee Schedule) and Resolution 35-2025 (authorizing the Village’s participation in the ODOT US-42 and West Avenue intersection improvement project).
Each item was moved, seconded and recorded as "all in favor" on second reading. Earlier in the meeting Mr. Harriman moved and Mr. Eudaily seconded approval of the June 9, 2025 minutes; that motion passed with four yes votes and one abstention from Mr. Sintz.
These approvals advance annexation and several zoning-code changes and authorize the Village’s participation in a state transportation project; affected items will proceed to the usual implementation steps or administrative processing as appropriate.
