Versailles council approves parking restrictions, water-tower bid advertisement and multiple grants; hires interim EMS chief

At its Nov. 12 meeting, the Versailles Village Council approved Ordinance No. 25-48 restricting parking on portions of West Main Street and Grand Avenue, authorized advertising bids for a 500,000-gallon Terry Street water tower interior coating project, accepted two $250,000 grants for the N. West St. Phase II project, and hired Dustin Johns as Interim EMS Chief.
The Versailles Village Council on Nov. 12 approved a series of routine and infrastructure measures, including a parking ordinance, a water-tower procurement action, two grant acceptances and the appointment of an interim EMS chief.
Mayor Todd M. Dammeyer opened the meeting at 7:00 p.m. and, after roll call, the council approved the consent agenda (agenda, Oct. 22 minutes and a list of expenditures). Ms. Shaffer moved to approve the consent agenda and Mrs. Dieringer seconded; the motion carried with all yeas.
On its final reading the council approved Ordinance No. 25-48, which prohibits parking on the north side of West Main Street and the west side of Grand Avenue between Columbia Street and Marker Road. Mr. Paulus moved to have the ordinance read by title only for a third reading (seconded by Mr. Weaver). Mr. Steinbrunner moved to approve the ordinance and Ms. Shaffer seconded; the council voted unanimously to adopt the measure.
Attorney Tom Guillozet read Resolution No. 25-56 by title, which authorizes the fiscal officer to advertise for bids for the Terry Street 500,000-gallon water tower interior coating improvement project and declares an emergency. Council voted to read the resolution a second and third time by title and then approved it; the authorization enables the fiscal officer to publish the formal bid solicitation so procurement can proceed.
Council also voted to authorize the Village Administrator to accept two $250,000 grants tied to the N. West St. Phase II Project: an Ohio Department of Development (ODOD) 629 funds award and an ODOT Jobs and Commerce grant. Administrator Francis described the N. West St. Phase II work as part of a $1 million-plus project to connect Industrial Parkway to N. West Street, improve truck traffic flow away from Baker Road and create road frontage for future development on Village-owned property. Mr. Paulus made the motions to accept each grant; both motions carried unanimously.
After returning from executive session, council voted to hire Dustin Johns as Interim EMS Chief, effective Nov. 12, 2025. Mr. Paulus moved and Mr. Weaver seconded the appointment; the motion carried with yeas.
The council also scheduled a workshop to review the Garmann Miller police department feasibility study for Dec. 3, 2025 at 6:30 p.m., where staff and the consultant will review facility options and preliminary cost estimates.
Next steps: approval of the water-tower bid specifications will allow the village to solicit construction bids; grant-acceptance motions permit staff to execute grant documents and begin project planning; the personnel appointment takes effect immediately. The council’s next regular meeting is Nov. 24, 2025 at 7:00 p.m.
