Versailles council adopts emergency appropriation amendment, appoints new Fire/EMS chief and approves staffing changes

The Versailles Village Council on June 26 passed an emergency amendment to the 2024 Annual Appropriation Ordinance and approved a series of personnel and administrative actions affecting public-safety staffing and municipal operations.
Mayor Todd M. Dammeyer opened the meeting at 7:00 p.m. and Council handled an amended consent agenda that included appointments to the Board of Zoning Appeals and the scheduling of a public hearing on the 2025 tax budget for July 10 at 6:45 p.m. The consent agenda was adopted; the minutes from the June 12 meeting drew an abstention from Mr. Steinbrunner on that specific item.
Attorney Tom Guillozet read by title the third reading of Resolution No. 24-26, authorizing the sale of vehicles and equipment the village no longer needs; the council approved the resolution unanimously. Guillozet also read the second reading of Ordinance No. 24-27, an ordinance prohibiting adult-use recreational marijuana dispensaries, cultivators and processors inside the village; no final vote on that ordinance was recorded at this meeting.
Fiscal Officer Kathy Ording explained that Ordinance No. 24-30 would amend Ordinance No. 23-81 (the village's 2024 Annual Appropriation Ordinance) to adjust appropriations in the Wellfield Development Fund and the Swimming Pool Fund. Council declared the measure an emergency, suspended the rules for second and third readings, and adopted Ordinance No. 24-30 after the readings.
On committee recommendations, the Finance & Audit Committee asked council to approve an amended 2024 hourly compensation schedule and specific compensation for the Fire/EMS chief; both recommendations were approved by council. The Personnel & Policies Committee's recommended job descriptions for an EMS Captain and for the Fire/EMS Chief were adopted, and council approved an updated Village organizational chart.
After a closed executive session to consider public-employee employment and property matters, council returned and voted to appoint Brian Pearson as Fire/EMS Chief and to offer employment contracts for the EMS Captain positions. Council also authorized the Village Administrator to negotiate a contract to purchase land with a right of refusal.
Other procedural items approved during the meeting included authorization for the Mayor to enter into an annexation agreement with Wayne Township.
The meeting adjourned at 8:58 p.m.
What happens next: The public hearing on the village's proposed 2025 tax budget is scheduled for July 10, 2024 at 6:45 p.m.; administrative implementation of job descriptions, compensation adjustments and the new appropriations will follow as the corresponding legislation is drafted and executed.
