DPW updates: sign changes, new RRFB crossing and public meeting turnout for Bikeways & Trails Plan

Division of Public Works staff gave multiple project updates at the May 7 meeting, covering signage, a new signalized crossing at the Ballenger Creek trail terminus, and a recent public meeting on the Bikeways and Trails Plan.
Laura Wiese-Lopez said DPW is considering BMUFL (Bikes May Use Full Lane) sign installations on Kelbaugh Road and Holter Road and that Holter is the only pending request. Staff noted that the Maryland Manual for Uniform Traffic Control Devices (MdMUTCD) is being updated and the sign language will change to “Bikes Allowed Full Use of Lane” (BAFUL). Jerry Donald suggested Old Middletown Road as another candidate for signage; final placement approvals are made by traffic staff.
On trail crossings, Wiese-Lopez said the County received approval to add a third rectangular rapid flashing beacon (RRFB) at the Ballenger Creek Pike trail terminus near Tuscarora High School. The crossing will include ADA-compliant ramps and a pedestrian refuge island; DPW expects to schedule installation with a contractor, ideally by the end of July. Commissioners discussed whether the improvement warranted public recognition and social-media outreach.
Noah Fossick reported on a public meeting for the Bikeways and Trails Plan: 30 people signed in and total attendance was estimated at 40–50. Feedback focused on public education about the County’s role and the various actors involved in bikeway and trail delivery. The commission also adopted an Adopt-a-Stop monthly maintenance assignment for the bus stop at Peters Lane and North East Street in Frederick; BPAC members will rotate monthly visits for trash pickup and reporting damage.
Other announcements: Chair Shayne Boucher noted Bike to Work Day is May 15 with the main event at the Frederick MARC Station; David Meeske said he will submit a Bike Friendly Community application on behalf of the City of Brunswick.
