BPAC adopts standardized rules of procedure, reorganizes committees

The Bicycle and Pedestrian Advisory Commission adopted countywide standardized rules of procedure, replaced the Trail Prioritization Committee with a Micro-Connections Committee, and finalized membership assignments. The Bicycle and Pedestrian Advisory Commission on May 7 adopted standardized rules of procedure proposed by County staff and reorganized its committees.
Joshua Brewster of the County Attorney’s office introduced standard practice guidance prepared for Frederick County boards and commissions. Vice Chair Elisabeth “Lib” Rood moved to adopt the rules of procedure and Member Rick Ludwick seconded; the motion carried unanimously, 6-0.
Commissioners also refined committee assignments. Staff and the chair said the Trail Prioritization Committee has been replaced by a new Micro-Connections Committee intended to focus on missing sidewalk links and short safe-route connections; announced assignments included Lib Rood and Chair Shayne Boucher on Micro-Connections; David Meeske and Alec Rubinoff on Road Safety; and Rick Ludwick, JT Thomas and Shayne Boucher on Policy and Annual Report.
During discussion of the 2025 annual report, commissioners debated recommended funding strategies. County Councilmember Jerry Donald suggested asking datacenter developers to include trail construction in community benefit plans; David Meeske proposed diverting a portion of tax revenue to trails. Member Rick Ludwick said he disagreed with one recommendation’s practicality; the commission reassigned a lower-speed-limit recommendation to the policy committee and added a recommendation to identify micro-connections and safe routes to schools.

The commission will continue report edits and schedule a follow-up meeting later in May to refine recommendations, and will review the full Bikeways and Trails Plan ahead of the July meeting.
