Vanlue Village Council approved several finance and water‑system measures at its Nov. 25, 2024 meeting, including a $12,607 contract with USG to modify the water tower vent hood, adoption of the 2025 temporary appropriation ordinance and steps to replace or rebid the well‑field farming contract.
The council voted 6–0 to accept a $12,607 contract with USG for unspecified modifications to the water tower vent hood intended to meet newer tower standards; the motion was made by Councilmember Melissa Caudill and seconded by Councilmember Bridget Shepherd. Village Administrator Leo Hendricks earlier described a USG estimate in the approximate $10,000 range to adapt the hood but additional modifications raised the contract amount presented for approval.
Council adopted Ordinance 2024‑07 to set temporary appropriations for 2025 (motion: Jeri Wenger; second: Bridget Shepherd), also by a 6–0 vote. Hendricks and staff said budgeting sessions informed the temporary appropriation amounts and that admins will further evaluate a five‑year water system forecast to consider future meter replacements, tower maintenance/painting, softener repairs and line repairs.
The well‑field farming contract, which currently pays $1,525 per year under a five‑year term, expires Dec. 31, 2024; ads have been placed and sealed bids with a $1,500 minimum will be opened at the Dec. 23 council meeting. Council also received a quote of $11,033 to perform lagoon pond treatment in 2025; that quote has been included in the draft 2025 budget.
Fiscal Officer Melinda Boyd reported two $100,000 CDs were renewed at Premier Bank with interest deposited into the checking account, and the municipal impact fee used for the village website increased from $665 to $737 per year; council approved a corresponding price increase. Council agreed to table renewing the sheriff's department contract until the incoming sheriff can attend the January meeting; the minutes do not record a formal mover or seconder for that action.
Administration said a billing‑software upgrade has been ordered and HDERlink replaced the village server; staff will reconfigure laptops as needed. Hempy Water was scheduled to conduct media sampling on Nov. 26, and the village continues SWAPP grant implementation work and related planning.
