Castle Hill municipal officers approve 2025 MVR, adopt General Assistance limits and approve warrants

The Castle Hill Municipal Officers approved a series of routine but required actions at their Oct. 22, 2025 meeting, including the 2025 Municipal Valuation Return (MVR) to be submitted to the Maine Revenue Service, minutes from Sept. 17, and Treasurer Warrants #73–80. The board also adopted updated General Assistance appendices for 2025–2026.

The meeting was called to order at 7:00 p.m. by Chair Shari Cheney. Herman Condon moved to accept and sign the 2025 Municipal Valuation Return, which documents the 2025 mil rate and assessed values; Maylen Kenney seconded and the motion passed. The minutes from Sept. 17 were approved on a motion by Kenney, seconded by Condon. Kenney then moved to approve and sign Treasurer Warrants #73–80; Condon seconded and the motion passed. The minutes record each motion as "passed" but do not specify individual vote tallies.

Town Manager Sandra L. Fournier presented the updated General Assistance (GA) appendices, saying there was "very little change" from the prior year. Herman Condon moved to adopt the 2025–2026 GA appendices as presented; Maylen Kenney seconded and the motion passed, according to the record. The GA appendices establish local financial limits used when evaluating emergency assistance applications under the town's General Assistance program.

The board also reviewed the Tax Collector's 2023 potential foreclosure list; the Town Manager said waivers of foreclosure for less-desirable properties will be presented at the November meeting if taxes remain unpaid. That review was informational only and required no vote. The board set upcoming meeting dates and adjourned; the minutes were submitted by Town Manager Sandra L. Fournier.
