Solicitor Jeffrey Feyko explained that Council had approved the final piece of legislation at the previous council meeting and that all documents have been transmitted to the County, which must review and record them. "Once it is recorded, it becomes part of the Village," the solicitor said, and the process typically takes about four weeks. Daft asked whether passing the legislation as an emergency would expedite the timeline by two to four weeks; the solicitor reviewed the recording and emergency procedures.
Mayor Rick Ellas said the property owner (Mr. Cotugno) had reached out to the village about annexation. Councilmember Rick Foreman noted the village is following the EPA 208 plan, which defines the village's utility area and indicates the village does not plan annexing east of SR 37. Councilmember Brandy McCreery emphasized that any development is a lengthy process and that council has had thorough discussions with developers.
