CCRPC committee weighs bylaws changes, delays formal adoption of Equity Advisory Committee and updates technical assistance policy

The CCRPC Joint Finance + Executive Committee reviewed draft bylaws proposed by the Board Development Committee and discussed whether to formally incorporate the Equity Advisory Committee (EAC) into the bylaws.
Charlie Baker, Executive Director, walked members through the draft bylaws. Jeff Carr reported two key takeaways from the BDC: a discussion, prompted by Garret Mott, about weighted voting to ensure Buel’s Gore receives a vote, and separate discussion about whether the EAC should become a standing committee within the bylaws. The BDC did not reach a conclusion on changing weighted voting. Committee members voiced concern about implications for multiple representatives from the same municipality. Baker recommended bringing the EAC committee charge to the Board in October and returning with bylaw action in November. A.N. Stoner, speaking on equity matters, said the EAC charge is clearly documented and advocated for formalization as soon as possible.
On the technical assistance policy, Baker described proposed updates that expand a 12–14-year-old policy from a land-use focus to include transportation assistance and clarified that the Executive Director should have authority to make updates. Members reached consensus to grant that authority. Staff said the update will be shared with committees and included in the UPWP solicitation in November; Bard Hill noted the bargain rate reflected in the policy is subsidized by ACCD funding.
What happens next: The committee will bring the EAC charge to the Board in October and expect possible bylaw action in November. Staff will circulate the technical assistance policy update to committees and include it with the UPWP materials.
