Fiscal Officer Brian Bibler said the bank and book balances reconciled at $2,697,191. He reported Star Ohio interest of $2,049 and a RITA distribution of $101,796, and said department appropriations are near expected thresholds while revenue is meeting estimates. Following the presentation, Gar Phillips moved to approve the November financial reports; Acting Chair Waid Cosgray seconded and the motion passed 2-0.
On budget planning for 2026, Council Member Rick Foreman asked that the Water Department order more meters given projected carryover funds. Committee members suggested ordering fifty meters to be installed immediately; the minutes do not record a formal motion or vote on the purchase. The VA reported that vendor ABC provided an estimate for six new laptops for council use; committee members asked staff to seek other options and quotes rather than accept a single estimate.
With no additional business, Gar Phillips moved to adjourn; Waid Cosgray seconded and the meeting adjourned by unanimous voice vote at 6:30 p.m. The committee next meets Jan. 12, 2026, at 6:00 p.m.
