Rules Committee moves village alley review to Service Committee, debates timing of developer tap fees

Committee member Brandy McCreery concurred, and the minutes state the topic was moved to the Service Committee for next year. McCreery also reported that a resident compared the codified ordinances with the municipal code and provided a list of conflicts. The Solicitor, recorded as Solicitor Feyko, told the committee that resolving the discrepancies will likely require several ordinance amendments; the committee agreed to keep the matter on the 2026 agenda for further work.
The committee discussed when developers should pay water and sewer tap fees for new housing. The VA, Matthew Nihiser, summarized previous conversations. Mayor Rick Ellas suggested developers should pay fees upfront; committee members suggested an alternative approach requiring developers to pay as houses are built. The minutes do not record a final policy decision or an implementing motion on tap-fee timing.
Mayor Ellas also told the committee that inaccurate information about the developments had circulated among residents and urged that accurate information be provided to the public.
The committee set its next regular meeting for Jan. 12, 2026, at 6:30 p.m. or immediately following the Finance Committee meeting. McCreery moved to adjourn; Foreman seconded. The motion was approved by unanimous voice vote, and the meeting ended at 6:45 p.m.
