Pleasantville council moves to adopt updated code, advance $6,000 for debt service and buy surplus medic vehicle

Pleasantville’s Village Council on Feb. 13 adopted an updated municipal code, approved a short-term internal loan to cover debt-service timing and voted to buy a surplus emergency vehicle to support public-works responses.
The council approved Ordinance 23251 to adopt the American Legal Publishing Ohio Basic Code, 2025 edition, as the village’s code reference for zoning and enforcement. Council members recorded unanimous roll-call approval.
Members also approved Resolution 213-2501, which included a $2,000 supplemental appropriation to the general fund for motor-vehicle purchases and an advance of $6,000 from the general fund to enterprise debt service. Staff explained the entry should be recorded as an "advance out" (a temporary loan that can be repaid) rather than a permanent transfer, allowing the village to reimburse the general fund when enterprise receipts are available.
The council also voted to purchase a 1999 Freightliner medic vehicle from Pleasant Township for $2,000 to repurpose as a utility/response vehicle for nighttime water-break work; proponents said the vehicle’s scene lighting and inverter would improve safety and reduce equipment needs.
All motions on the code adoption, the supplemental appropriations/advance and the vehicle purchase were approved by roll-call votes with all members recorded in favor. The votes were routine and described by staff as necessary bookkeeping and equipment moves to support ongoing water and capital projects.
Next steps: staff will correct accounting entries so the $6,000 is recorded as an advance and will return procurement paperwork for the medic vehicle and the code-adoption paperwork for record-keeping.
