Rumford Selectpersons award grant-management contract, approve Pine Street demolition and winter parking ban

The Rumford Board of Selectpersons on Nov. 21 unanimously approved several administrative and public-safety actions, including awarding an RFP for grant-management support, authorizing demolition work at 240 Pine Street and adopting the town’s winter parking-ban schedule.
The five-member board voted 5-0 to award the request for proposals for “administrative support for grant management” to Jessie Perkins after DiConzo made the motion and Theriault seconded. The board also approved Warrant #21 and corrected minutes from a prior meeting during the session.
Brennick moved and DiConzo seconded a motion to set the town’s winter parking ban to begin at the first snowstorm and continue until April 1; the motion passed 5-0. The board said the rule is intended to facilitate plowing and public safety during the winter season.
On a separate 5-0 vote, the board approved a $94,850 bid from Acadia LLC for asbestos abatement and demolition at 240 Pine Street. Brennick moved the award and Sax seconded.
The board amended the warrant for a Special Town Meeting and set the new date for Dec. 5, 2024 (DiConzo motion; Theriault second; vote 5-0). The board also met in executive session under 1 M.R.S. §405(6)(C) to discuss economic development; the session began at 7:04 p.m. and the board exited at 8:30 p.m.
During public comment, resident Bob Stickney spoke about town trails and the municipal wood lot. Town Manager George O'Keefe reported the town has begun discussing an Internal Control Policy, that he assisted the town clerk in contacting candidates, and that he and code enforcement are arranging for a structural engineer to inspect the old fire station for safety. Department head Coulombe reported that plumbing work at 101 Hancock is complete and concrete will be poured, that three building permits were issued for the 986 Prospect project, and that a developer plans to begin work at 132 Congress Street in the new year.
Select Board member DiConzo suggested citizens consider an “Adopt a hydrant” program, saying he and Brian Mitchell will adopt a hydrant near his home. Board member Theriault noted he missed a recent Oxford County Budget Committee meeting because he had not been notified.
The meeting convened at 6:30 p.m. in the Rumford Falls Auditorium and adjourned at 8:31 p.m. Votes on the recorded agenda items were unanimous where noted (5-0).
