Greene County approves deputies contract language and advances senior-center utility and kitchen funding

The Greene County Legislature advanced a contract with the Greene County Deputies Association and approved moving forward on water and sewer work — and a consolidated county kitchen — for a senior center, while officials said federal environmental clearance must be obtained before construction starts.

During a special Public Safety Committee meeting, the chamber considered ratification of the deputies'association contract. Committee members approved the measure with one recorded opposing vote (motion carried). Elaine Gold (speaker 13), who submitted a recommendation letter to the chairman, said she "fully recommend[ed] ratification," and committee members described the negotiations as "quick" and "amicable."

In a separate County Services special meeting, staff introduced capital project material to award a contract for senior-center water and sewer utility improvements and to fund kitchen equipment. James (speaker 5) said the county will use roughly $500,000 from its federal program-income account (CDBG/program income) to cover primarily kitchen equipment and some renovation costs, but that a HUD release-of-funds letter is required before reassigning the money from its original purpose. "We have the money now," James said, but he added that because the funds were allocated decades ago for a different program they require HUD authorization to be repurposed.

Committee members discussed siting a single central cooking facility for the county meals program and noted logistical constraints including distance to northern parts of the county and differing menu and caloric needs for inmate versus senior meals. After debate, the committee voted to approve the award and closed the special session.

The record shows some inconsistency in the senior-center name as read into the record (transcript references appeared as "Caro Senior Center" and later as "Carroll Senior Center"); county staff told the committee they would provide precise contract documents before final execution. The committee also noted that the project cannot begin until the required federal environmental review is complete and the county receives HUD's release of funds.

The meeting closed after routine procedural business. Next steps identified by staff include finalizing contract language that incorporates HUD's required environmental-review language and proceeding with the procurement steps once the release is received.
