Quincy board seeks new surveillance estimates, approves software contract and boosts EMS per-call pay

Rob Hoffman presented a Kirbtech proposal for new cameras at Heritage Park. Chairman Alan Peck noted that cameras at the main water plant do not work and asked that the estimate include surveillance at the sewer plant, the PSL water plant, and Wells 5 and 7. Administrator Ken Myers asked Mr. Hoffman to prepare a new proposal that includes those sites; an Egolf/Peck motion to proceed with a new estimate carried unanimously.
Administrator Myers reported the township did not receive a DCNR grant for Heritage Park but had received a DCED grant; he will review allowable uses and timing for the DCED award. Martin & Martin is assembling a bid package for a salt-storage building and US Municipal will build the township’s new dump truck.
On information-technology contracting, Solicitor John Lisko expressed reservations about the length of the proposed Tyler Technologies contract, while Administrator Myers said the three-year price lock and the recent migration work made continuing desirable. An Egolf/Wilson motion to proceed with the Tyler Technologies software agreement carried with Egolf and Wilson voting yes and Chairman Peck voting no.
On emergency-services support, the board agreed to wait on broader volunteer fire-department donations until 2026 fire/EMS tax collections are clearer; it approved an increase to $45 per call (a $10 increase) for Mont Alto EMS and Fayetteville EMS for 2026. The board also approved a $1,063.60 contribution to the Franklin County Public Safety Training Center.
The minutes record no detailed procurement schedules, no technical specifications for the surveillance expansion, and no additional contractual terms beyond the voting record for Tyler Technologies.
