Castle Hill Select Board signs MSAD 1 school-warrant as county budget surge may raise mil rate

The Castle Hill Select Board on May 14 countersigned the MSAD 1 Notice of Election and school budget warrant that will go before district voters, and reviewed a county budget increase that the town manager said could raise the town’s mil rate.
Sandra Fournier, the town manager, presented the 2025–2026 County Budget, saying the county’s General Fund (plus the jail budget) rose by 14.06%, or $2,019,134. Based on her calculations, Castle Hill’s share of the overall increase would be about $20,873. The presentation was informational; no action was required on the county figures at the meeting.
The warrant for the MSAD 1 school budget was prepared pursuant to 20-A M.R.S. §1502. The proposed district budget shows an increase of $13,611 from 2024. Herman Condon moved to approve and sign the MSAD 1 warrant and notice of election; Maylen Kenney seconded the motion, which passed 3-0.
Why it matters: the combined increases in the county and school budgets could push Castle Hill’s estimated mil rate to about 14.08, the town manager warned. The board said final mil-rate figures will be presented at the July Select Board meeting when exact assessments and other tax calculations can be confirmed.
Fournier described the county figures as preliminary for the town’s planning; the board did not adopt a new mil rate at the meeting. The Select Board meets next on June 11, when staff expect to present additional revenue and assessment details ahead of the July finalization.
