Castine Selectboard approves warrants, permits and appointments; urges public input on Juniper Ridge

Selectboard Chair Gordon MacArthur presided over the Town of Castine’s Selectboard meeting on Aug. 5, 2024, where members approved routine financial warrants, licenses and appointments and encouraged public participation on a proposed landfill expansion.
The board approved the General Fund Warrant of $79,164.25, which Finance Officer Karen Motycka said covers fifty bills including an approximately $20,000 payment to the new Adams School playground, schooner moorings and sewer operations. Selectboard member Dan Leader made the motion to approve; Roberta Boczkiewicz seconded. The motion carried 3-0. Leader said he was “excited for the new playground” and thanked community fundraisers and contributors.
The Water Warrant of $14,757.87 was also approved 3-0 following a motion by Chair Gordon MacArthur and a second by Boczkiewicz.
Minutes from prior meetings were approved: July 15, July 16 (executive session) and July 29, 2024. The minutes record noted the votes on earlier minutes reflected member absences for those prior sessions where applicable.
On business items, the board approved a Special Amusement Permit for the Legg family at 19 Pleasant St. and renewed a liquor license for Hurtigruten Expedition Cruises AS LLC; company representative Matt Garcia participated via Zoom and the Town Office reported no complaints over the past year. Motions on both items passed 3-0.
The Selectboard appointed Marc Scoppettone to the Library Board of Trustees to fill a vacancy created by the resignation of Pedrick Sweet for health reasons; the motion passed 3-0.
Selectboard member Dan Leader flagged a Bangor Daily News article and urged residents to participate in public comment on Juniper Ridge, reporting that Casella has submitted an application to the State to expand Juniper Ridge by an additional forty‑one acres. Leader described the matter as important to read and follow; no formal action was taken at the meeting.
The board also approved an MMA Homecoming request to close a section of Pleasant Street for the event and acknowledged thank‑you letters from Lifeflight, Tree of Life, Eastern Area on Aging, Northern Light Health, and Downeast Community Partners.
The meeting closed after board comments and scheduling reminders; members adjourned at 4:34 PM. The Selectboard listed a Work Session on Aug. 12 (if needed), a Food Sovereignty listening session on Aug. 19 at 3:30 PM, and the next Selectboard meeting on Aug. 19 at 4 PM.
