North Baltimore council adopts emergency tax and budget measures, authorizes water-plant repairs

At its Dec. 10 meeting, the Village of North Baltimore council adopted emergency resolutions to certify tax amounts, authorized contracts to repair the water treatment plant, and approved 2025 appropriations and fund transfers. All principal measures passed with six council members voting in favor.
The Village of North Baltimore council on Dec. 10 adopted a series of emergency financial measures and authorized repairs to the village water treatment plant.
Council approved RESOLUTION 16-2024, which accepts the amounts and rates determined by the budget commission and certifies tax levies to the county auditor under Ohio Revised Code 5705.34.35; the motion to read the resolution by number and title, suspend additional readings and adopt it as an emergency passed with six council members voting to approve. Council then approved RESOLUTION 17-2024, authorizing the village administrator to enter into a contract or contracts for repair of the water treatment plant; that measure also passed as an emergency with a 6–0 recorded vote. RESOLUTION 18-2024, approving the Wood County Budget Commission's Local Government Fund distribution plan, was adopted in the same session, again as an emergency.
On the ordinance side, council adopted ORDINANCE 2024-17, which makes appropriations for current expenses and other expenditures for the fiscal year ending Dec. 31, 2025; ORDINANCE 2024-18, approving supplemental appropriations and increased estimated revenues for 2025; and ORDINANCE 2024-19, approving transfers of funds for the 2025 fiscal year. Each ordinance was moved, seconded and approved with six council members voting in favor.
The meeting also included the introduction (first reading) of ORDINANCE 2024-21, which would authorize the lease of 16 acres of village-owned farmland to J&J Sterling Farms; no final action on that lease was taken at the Dec. 10 meeting.
A separate finance motion to pay the village’s bills in the amount of $288,408.05 passed on a 6–0 vote.
Why this matters: the emergency declarations accelerate implementation of budget and repair measures the council said are needed to maintain core services, including drinking water treatment. The council recorded each main motion with mover and seconder; recorded roll-call tallies for these items showed unanimous approval among the six council members present at the votes.
