Valley View council approves promotions, grants and multiple contracts; food-truck permit fee waived

The Village of Valley View council on Feb. 11 approved a bundle of routine personnel, contract and grant items and handled public comment before adjourning at 7:07 p.m.
Council passed Ordinance 2025-2-2 appointing Jeff Satow as a lieutenant in the Valley View Fire Department; Satow was sworn in during the meeting. Fire Chief Papesh thanked council and the safety committee for changes to the promotional process and said seven firefighters took the new test and all seven passed; "Jeff Satow was the number one scorer and we congratulate him," Papesh said.
Council approved payment of January claims (Ordinance 2025-2-1, 5-0) and accepted the Northeast Ohio Public Energy Council (NOPEC) 2025 Energized Community grant (Ordinance 2025-2-3, 5-0). The council accepted the bid for the 2025 residential grass-cutting program and selected Kings Court Landscaping for Zones B and C; Zone A was held for review. The council authorized Aeromark for annual street striping ($45,000), Specialized Construction for partial-depth pavement repairs on Schreiber Road (up to $75,000 for 2025; combined with a prior $75,000 for a $150,000 total covering 2024–25), and C & K Industrial Services for sewer jetting and video inspection ($25,000).
Council also approved the service department repairing the K-9 police car for a cost not to exceed $2,500 and heard from Building Commissioner Ellis about leaks in the service garage roof; patch work is underway and Buildings & Grounds will meet to discuss replacement. During public comment, Kathy Workman asked about a senior club donation request; council said no decision had been made.
On the food-truck ordinance, Councilwoman Jakubczak said the ordinance should require a permit but carry no fee; the council amended the draft so no permit fee will be charged. The meeting record shows multiple routine motions carried unanimously. The council adjourned at 7:07 p.m.
