Waverly Council approves crosswalk stop sign, Ohio Power franchise and several budget measures; alley temporarily closed after downed wire

At its regular meeting the Waverly Village Council adopted a series of ordinances and resolutions addressing traffic safety, utilities franchise rights and internal budget adjustments.
Ordinance 98-2024 (final reading) authorizes a new stop sign and crosswalk on CL Street approximately 163.5 feet northerly from the intersection with Mut Street and directs installation of school crossing signs. Council members said they consulted with the school and that Pike Christian Academy supports the location as a safer route for its students. A motion, second and roll-call vote carried to adopt the ordinance.
The council also passed Ordinance 105-2024, adopted as an emergency, granting a 25-year franchise to Ohio Power Company (and its successors and assigns) to acquire, construct, maintain and operate electric transmission and distribution lines in village streets, alleys, bridges and public places. Members clarified that the grant is nonexclusive, that the company must restore streets after work, and that the franchise contains hold-harmless language and an initial 25-year term. Council members asked whether the ordinance imposes any direct cost to the village; staff clarified it primarily authorizes entry and work in public rights-of-way rather than creating a new fee.
Council read and dispensed with second and third readings for several budget and appropriation measures, including Resolution 106-2024 (internal line-item transfers within funds) and Ordinances 107–110 (budget amendments and wage ordinance readings). The finance presenter read account balances and line items aloud during the finance report.
On a public-safety item, the council voted to temporarily close the alley behind the R Street parking area after members reported a large truck had damaged a gutter and left a leaning pole with a wire on the ground. Members discussed signage and interim closure while the village seeks repairs; the motion to close the alley until it is fixed passed by roll call.
Other administrative matters included passage of motions to pay bills and setting the next council meeting for Wednesday, Nov. 20, 2024, at 6 p.m. in council chambers.
