Waverly City Council approves attorney retainer increase, several budget moves and joins Kroger opioid settlement

The council approved an increase in the monthly retainer paid to the city's law firm (the Magnam Law Office) from $3,250 to $4,000 and authorized the mayor and Debbie Wayy to sign the updated retainer agreement. The mayor introduced the request, saying the firm had not received an increase in seven years; council members moved, seconded and voted to carry the motion.
Council also approved Resolution 72-2024, authorizing intra-fund transfers to cover existing and anticipated expenses. The resolution reallocates amounts among lines in the Bridge Street and Parks fund and the water fund (as read aloud at the meeting), and the motion carried after the council dispensed with second and third readings.
Ordinance 73-2024, an amendment to the 2024 budget appropriation ordinance, was adopted to increase the Economic Development line by $32,000 and to make smaller adjustments in police and miscellaneous lines; the council dispensed with additional readings and approved the ordinance.
On appointments, the council adopted Resolution 69-2024 to name Tom Patterson as Waverly's appointee to the District 15 Public Works Integrating Committee (PWIC) for a three-year term beginning Oct. 2024. The resolution specifies attendance expectations (approximately one to four full committee meetings annually) and allows alternates or proxies.
Council members also approved Resolution 74-2024, authorizing the mayor to execute the national opioid settlement participation form so Waverly City may participate in the Kroger component of the national opioid litigation settlement.
The meeting record shows motions were moved, seconded and recorded by roll call for the measures above; the clerk recorded affirmative responses from the council members present. Council then authorized payment of bills and adjourned.
