Council adopts tighter rules for door-to-door solicitation licenses

The Washington Court House City Council on June 10 adopted Ordinance 10-2026, amending codified ordinances 114.03 (license application and requirements) and 114.04 (license fees and term) to update how door-to-door sales and solicitations are licensed and regulated.
Council moved the ordinance to third reading and then voted to pass it. The clerk recorded roll-call votes with Caleb Johnson, Dale Lynch, Oz Osborne, Call, Chrisman and Schultz voting yes and Jim Blair voting no. The chair noted that two permits had already been issued under the prior requirements and said the new requirements would be applied to future applicants.
The ordinance text as read updates application procedures, licensing terms and fee structures for solicitors; council discussion on the floor was brief and centered on implementation (how existing permits would be handled). No amendments were recorded on the floor. The city indicated it will administer the new requirements for subsequent applicants while existing, previously issued permits will be handled under the rules in effect when they were issued.
The ordinance takes effect according to the city codified procedure for enacted ordinances; the clerk confirmed the motion carried.
