Safety Committee: police building construction set to begin; one officer moves to part-time

Gar Phillips called the Safety Committee meeting to order at 6:34 p.m. on Nov. 24, 2025. Minutes show members Gar Phillips, Brandy McCreery and Darla Reedy were present; the attendance list also includes Mayor Rick Ellas; VA Matthew Nihiser; FO Brian Bibler; Police Chief Bret Rogers; Solicitor Feyko; and council members Waid Cosgray, Rick Foreman and Debbie Schaffner.
Brandy McCreery moved to correct the date at the top of the September minutes from "August 25" to "September 22" and to approve the Sept. 22, 2025 minutes as amended; Gar Phillips seconded. The motion passed 2-0, with Darla Reedy recorded as abstaining. Reedy then moved to approve the Oct. 27, 2025 meeting minutes as written; McCreery seconded. That motion passed 2-0, with Phillips abstaining.
Under the Village Administrator report the minutes state, "Working with SafeBuilt and Municipay to get online payments." That line is recorded under the Village Administrator section and attributed in the minutes to VA Matthew Nihiser (the minutes list his title as "VA").
The minutes record that "one officer has officially went to part-time," an item listed under the Police report attributed to Police Chief Bret Rogers. The Police report also notes that construction of the safety building is set to begin next week.
The committee listed its 2025 safety goals in the minutes as "Zero workplace accidents – 2" and "Zero fatal accidents – 0." The document does not explain whether the trailing numbers are current counts, cumulative figures, or target progress; the minutes present the two lines without further clarification.
Visitors Ron Bibler, John Daft and Steve Kenney are listed in the minutes under "Visitors" with the notation "No comment." Minutes record there was no Old Business and no New Business. The next regular meeting was scheduled for Monday, Dec. 22, 2025, at 6:30 p.m. or immediately following the Service Committee meeting.
With no further business, Gar Phillips moved to adjourn; Darla Reedy seconded. The motion carried by unanimous voice vote and the meeting was recorded as adjourned at 6:38 p.m.
