Trustees approve JM Rooney payment and amend contract term to end on RDA approval or April 30, 2027

The Campton Hills village board on June 9 approved payment to consultant JM Rooney Consulting and amended the consultant's contract term to expire either on April 30, 2027 or upon adoption of the redevelopment agreement and related intergovernmental agreement (IGA) with Kane County.

During public comment David Patel, who identified himself as president of Shoddine, told the board he had the company's accounting staff search records and found "no payments or contracts" connecting Shoddine and JM Rooney Consulting. "I can assure you that that is not the case," Patel said.

Trustee Trice pressed procedural questions in a lengthy floor statement, saying the contract modification appeared to have been confirmed during a closed session and that a written April letter constituted a 30-day termination notice. "I just think we need to start following procedure," Trice said, urging that contract changes be confirmed in open session even when parties later agree to an extension.

Despite the procedural objection, trustees voted to pay warrant 2703 for Rooney's work. Later in discussion of agenda item 5F trustees debated contract language tying Rooney's term to project milestones. Trustee Mike moved to amend the draft language to state the agreement "shall expire on April 30, 2027 or upon the adoption of the redevelopment agreement and intergovernmental agreement with Kane County," and the board approved the amendment and the amended motion on roll call.

What's next: The board accepted the amended term to align the consultant's engagement with project completion and directed staff to update the contract language in writing and include transition assistance language to support a handoff to a future village administrator.
