City planner previews housing element update and June 30 public workshop

Amy Wilson, city planner for Grass Valley, told the commission the city is starting its seventh-cycle housing element update required by state law. She said Nevada County’s Regional Housing Needs Allocation rose to 7,055 units (up from 2,062 in the prior cycle) and that Grass Valley’s allocation increased to 1,377 units — roughly double the city’s last-cycle requirement.
Wilson said the state requires a more robust capacity analysis and that staff will be working on analysis, rezoning options where necessary, and community outreach over the coming months. She announced a city-council joint public workshop on June 30 at 5:30 p.m. in the Hollander Room and a community survey open through July 31 to collect resident input that will inform the housing element analysis. She cautioned commissioners that failing to adopt a certified housing element can lead to state fines and loss of local control on some land-use decisions.
The commission discussed parking implications for downtown conversions and the need to quantify what constitutes moderate-income housing for the state analysis. Wilson said staff will continue the analysis and return with recommendations.
