OEPA issues DFFO; village secures extension and readies draft response

The Service Committee recorded that the village received a Proposed Director’s Final Findings and Orders (DFFO) from the Ohio Environmental Protection Agency regarding the wastewater system. The village requested and received an extension to Nov. 28 to confer with council and prepare a response.
Matthew Nihiser, the village administrator, said he, Solicitor Jeff Feyko and consultants met multiple times with V3 to craft a draft response that the village planned to present to council for approval prior to submitting to OEPA. Nihiser said V3’s work on CCTV inspections of the east side — intended to identify inflow and infiltration contributors — is viewed favorably by OEPA in the context of the DFFO.
The VA also reported that the village’s design loan application to the EPA for an East/Regional Lift Station had been approved; V3 toured the southeast lift station on Oct. 7 to assess conditions. The minutes indicate the CCTV work and lift-station design loan are part of the village’s remediation and compliance steps rather than final fixes.
The committee did not take additional formal action on the DFFO at the meeting; the minutes record that a draft response would be submitted to council for consideration before the village makes a formal submission to OEPA.
