Planning commission recommends approval for Black Iris Wax Studio at Brunswick East

Vanessa Franken, associate planner for Grass Valley’s Community Development Agency, told the commission the proposal is for a professional aesthetician studio (Black Iris Wax Studio) that would occupy an existing condominium suite at the Brunswick East office park. Franken said the site requires no construction and meets development standards for parking and access. She told the commission the project is CEQA-exempt under CEQA §15301 for existing facilities and recommended the commission forward a recommendation of approval subject to the staff report conditions.
The commission briefly discussed precedents for similar businesses in nearby business parks; staff said the city had approved comparable uses at Brunswick Common and had not observed negative impacts from those approvals. After questions from commissioners, a motion to recommend approval of use permit 26PLN0020 — to adopt findings of fact and determine the project categorically exempt under CEQA §15301 — was moved, seconded and carried by voice vote.
The vote will forward the Planning Commission’s recommendation to the City Council or other appropriate decision body as required by the City’s permit process. Staff indicated standard permit conditions and the findings appear in the staff report and will be part of the project record. The applicant’s name and contact information were on file with staff; the applicant was notified and available by Zoom during the hearing.
The commission then moved on to other agenda items.
