Service Committee forwards five ordinances to council; enters executive session

Foreman sponsored and the committee voted to send the following ordinances to council, each by a recorded 3-0 committee vote: Ordinance 2025-43 (creating an OWDA Eastside Lift Station Fund and budget); Ordinance 2025-44 (rezoning the Liberty Union Thurston School District parcel from Agricultural to Industrial); Ordinance 2025-45 (accepting the annexation of about 70.765 acres owned by 570 BSR, LLC and Stick Bundlers, LLC); Ordinance 2025-46 (designating Local Waste Service Ltd.); and Ordinance 2025-48 (authorizing an agreement with Raftelis for financial services).
After forwarding the ordinances, Foreman moved, and Schaffner seconded, that the committee go into executive session at 6:20 p.m. to discuss possible litigation; the motion carried 3-0. The committee reconvened at 6:32 p.m. No substantive actions from the executive session were recorded in the minutes.
The meeting closed after a unanimous voice vote to adjourn at 6:33 p.m. The next regular meeting is scheduled for Jan. 26, 2026, at 6:00 p.m.
