Village delays waterline loan submittal while reviewing V3 modeling; 700+ service-line letters sent

Village Administrator Matthew Nihiser told the Service Committee on Nov. 24 that the consultant V3 has finished mapping the water system and is incorporating eastside development into the village’s water model. V3 recommended postponing the Waterline Replacement Loan submittal until March 2026 to allow the village to review modeling results and avoid taking on financing 'too soon for too little.'
Nihiser said Ohio Rural Water was onsite the week of Oct. 27 to perform flow tests at V3’s request. The village is awaiting a reply from an adjoining property owner’s counsel on an easement needed to bid test wells; once test wells are installed, the village plans to apply for a design loan for production wells and roll the design loan into a construction loan.
The VA also reported that the village sent out about 700 letters to residents who had not yet responded to the EPA-required service line inventory; inspections and outreach are continuing. Separately, V3 submitted an OPWC loan-and-grant application on Nov. 7 for the Elmwood/Jefferson project, which would replace waterlines and repave both streets.
V3’s recommendation to delay the loan is intended to give the village time to digest modeling results and prioritize replacement projects during the latter half of 2026. The committee did not take a formal vote on financing at this meeting; the VA said staff will review V3’s final report with council once it is complete.
