Service Committee forwards five ordinances to council, including fund for Eastside lift station

The Service Committee on Nov. 24 voted unanimously to forward five ordinances to full council, moving several land-use and infrastructure measures onto the next step of review.

Rick Foreman moved and Debbie Schaffner seconded motions to send Ordinance 2025-43 (creating an OWDA Eastside Lift Station Fund and budget), Ordinance 2025-44 (rezoning a Liberty Union Thurston School District parcel from agricultural to industrial), Ordinance 2025-45 (annexation of about 70.765 acres owned by 570 BSR, LLC and Stick Bundlers, LLC), Ordinance 2025-46 (designating Local Waste Service Ltd.), and Ordinance 2025-48 (entering into an agreement with Raftelis for financial services). Each motion was approved by a 3-0 vote.

The committee made the votes without discussion during the meeting’s new-business section. The minutes record Foreman as sponsor of the motions; Cosgray and Schaffner provided seconds where noted. The committee did not record additional public commentary or amendments on the ordinances at this meeting.

After forwarding the ordinances, the committee voted to enter an executive session to discuss possible litigation with council members, the mayor, the finance officer, the village administrator, the police chief, and the solicitor; the committee entered executive session at 6:20 p.m. and reconvened at 6:32 p.m. The meeting adjourned at 6:33 p.m.
