Christina, the One‑Stop operations presenter, told the Council that the workforce centers experienced a difficult transition when the Wyoming At Work contract ended in December 2023 and the replacement platform (Wo/WYOHire) was not fully ready. Staff implemented manual processes—spreadsheets and Google forms—to preserve services while rolling out the new system in phases for employers, job seekers and partial case management. “We had a short period of time where we had no system…and we had to implement ways we could still help and serve Wyoming citizens and businesses,” Christina said.
Despite extra manual processing, Christina said centers served 237 new participants from January through the current quarter and processed over 2,458 agreements and vouchers during the manual period. She described employer‑side improvements: 10 Wagner‑Peyser job fairs across the state in the last quarter, more intimate one‑on‑one hiring events, and adoption of a Premier Virtual platform to run hybrid booths, schedule interviews and expand employer participation.
Christina asked for cross‑agency coordination to reduce duplicate business outreach and said co‑enrollment with adult education rose to about 22% following partnership work. She also identified transportation to centers and system reporting limitations as ongoing barriers to access and performance measurement.
