North Baltimore council adopts three emergency ordinances, authorizes bridge bid advertising and approves settlement resolution

Ordinance 2025-01 grants the village authority to maintain, repair, replace and construct sidewalks located outside the public right-of-way. Mr. Soltis moved to read the ordinance by number and title only and to suspend the second and third readings; Mr. Cook seconded and the motion passed unanimously. Ms. Beaupry then moved to adopt Ordinance 2025-01 as an emergency, Mr. Engard seconded, and all six council members present voted to approve.
Ordinance 2025-02 amends Section 1 of the Village personnel policy and was read, had subsequent readings suspended and was adopted as an emergency after a motion by Ms. Hefner and a second by Mr. Engard; the council approved the ordinance unanimously.
Ordinance 2025-03 authorizes the village administrator or his designee to advertise for bids for construction of a replacement single-span composite prestressed concrete box beam bridge over Rocky Ford Creek on E. Water Street. The ordinance was read by number and title only, readings were suspended, and the council adopted it as an emergency on a unanimous vote after a motion by Ms. Beaupry and a second by Mr. Soltis.
The council also read a resolution described in the transcript as RESOLUTION 01-2025 authorizing the mayor to enter into a settlement and release agreement and moved to adopt it as an emergency.
