The Wyoming Charter School Authorizing Board spent substantial time Feb. 18 on finance committee matters, including oversight of a contracted vendor and planning for a data-management procurement, but postponed a policy change on delegated spending authority.
The finance committee reported it had met with a vendor referred to in the meeting as Nexa/Knax to review deliverables and recommended monitoring performance and whether a contract extension would be appropriate; committee members said a decision about an extension should include review by the attorney general's contract supervision unit no later than the May meeting.
Committee members also discussed using administrative-fee funds to buy a data-management system and recommended issuing a request for proposals (RFP). Board members emphasized the need for an RFP so the board can compare bids and determine how administrative fees will be allocated; staff said they would begin planning an RFP and circulate draft materials.
On internal controls, the finance chair moved to amend the policy manual to authorize the finance chair and the executive director to jointly approve irregular expenditures not exceeding $1,000 to avoid small delays. Board members debated bonding for those positions, oversight, notification to the full board, and the appropriate dollar threshold. Rather than adopt the policy, members agreed to investigate bonding requirements and to return with a formal recommendation at a future meeting.
Next steps: staff will circulate RFP planning material and the executive director and finance chair will research bonding and draft proposed delegation language for board consideration. The finance committee will also provide clearer documentation of Nexa's deliverables for future review.
