The Wyoming Charter School Authorizing Board said it will publish a one-page "intent to apply" form on its website in early January to help staff and reviewers plan for the March application window, and it announced reviewer training and an AI-assisted preliminary review process.
Elaine (staff/superintendent liaison) told the board the intent form will be distributed via a superintendent update and shared with the Wyoming Public Charter School Association. "We're going to be working on getting the intent to apply on our website...that'll also go out as a superintendent update to all the districts," Elaine said.
Dr. Bus, who led the applications committee discussion, described the application modifications: some items that were previously required at application time will be shifted to "year zero" so that applicants need not identify final operational leadership before approval. He also said staff asked Gina to review proposed changes and that WDE staff and a facilities reviewer were included in preliminary coordination.
Dr. Bus said the board is considering an AI-assisted preliminary review to triage applications and then supplement that with human review. He said the application is used by both district and non-district applicants and had been substantially updated since 2008 (with a statute update in 2022).
Board members debated whether the 'intent to apply' should be mandatory. Several members urged strong encouragement; others noted the board lacks statutory authority to require it. "I wanted to require it and we can't yet, but I'd love to work toward that," one member said.
The board asked staff to prepare an automated response for groups that file an intent so applicants receive a timeline and key deadlines. Members also discussed sharing the application and timelines with support staff (Haley and Carrie) who will help prospective applicants navigate the process.
Staff said they will circulate the draft application and the planned training materials to the board and to principals for feedback, and they expect to finalize reviewer training before the March application opening.
