Norridgewock board tightens code enforcement, confirms town appointments and approves manager pay increase

Norridgewock — Select board members said they are enforcing code more strictly after recent courtroom outcomes and moved through routine town business including personnel confirmations, procurement and a manager raise.
Chair reported three recent junkyard enforcement matters taken to court. One property owner was ordered to clean up, given 30 days to comply and required to pay half the town’s legal fees; another owner agreed to pay half legal fees and was given time to remediate; a third owner contested the violation and the town has a motion to preclude evidence scheduled pending a post-November 17 trial date if the owner continues to contest the notice. The chair described the board’s approach as focused on securing compliance rather than pursuing maximum fines, but warned leniency would not be routine going forward.
The board confirmed Daniel Lyman to fill the wastewater treatment operator position left by the retiring Tim Wyman and thanked Wyman for more than five years of service. The motion to confirm Lyman passed with board members voting in favor on the record.
The board next moved to confirm Matt Everett as a police officer. The motion was adopted; one board member announced an abstention on the record but did not give a name when speaking. The minutes reflect the abstention without identifying which member abstained.
On procurement, the board selected Gail Associates — the incumbent engineering firm — to provide FAA-required airport consultant services; members said only one firm responded to the town’s request for proposals. The board also accepted a $150 donation from Ken and Brenda Morgan of Morgan Aviation to benefit town parks events.
Traffic-safety concerns at a busy intersection prompted the board to approve sending a drafted letter to the state asking that engineers consider installing a designated left-turn arrow to improve bus and truck turning movements. Board members said the change could improve turn reliability though they noted limitations because the intersection lacks a designated turn lane.
In personnel business the board authorized a 2% performance increase to the town manager’s salary, effective Nov. 1, 2025. The motion passed with board members voting in favor.
The board completed other routine business and set follow-up steps for pending matters, including court scheduling on the contested junkyard case and staff follow-up on the airport contract and intersection request.
