AOPA rep urges documentation to protect airport’s crosswind runway; board again raises 5,000-foot extension and fuel options

Guest Sean Collins, Eastern regional manager for the Aircraft Owners and Pilots Association (AOPA), told the board that FAA policy on crosswind runways remains governed by technical guidance and that documenting runway use and wind coverage is key to preserving eligibility for repair or reconstruction under AIP.
"With the most recent FAA reauthorization, there was about a billion dollars added to overall AIP," Collins said, noting that new funding was intended to help general aviation airports but that FAA prioritization and guidance — including how the agency treats existing crosswind runways versus new construction — controls eligibility. He urged the board to document aircraft usage and, if needed, commission an updated wind study so the airport can demonstrate operational need.
Board members also asked about extending the primary runway to 5,000 feet to attract more corporate traffic. Participants said the principal constraints are available real estate and whether a planning study would justify the expense and meet FAA/state eligibility rules.
Separately, the board discussed whether offering Jet A fuel would change traffic patterns and revenue. Meeting participants described a previous 2022 estimate for a Jet A fuel farm design/permitting cost of about $155,000 and construction cost estimates in the $480,000–$600,000 range. Members proposed short-term options such as contracted fuel trucks and outreach to operators to measure demand before committing to capital work.
The board agreed to gather more information on wind-study timing, runway feasibility and fuel options and to review consultant input ahead of any formal study request.
