Finance Director Bill Parkinson presented the first reading of an ordinance to amend 2026 appropriations, describing several budget adjustments the administration is proposing.
Parkinson said the Fire Levy Fund requires a $40,000 transfer from a capital account to contractual services to cover items omitted in the preliminary budget (pest control, AED maintenance and fire/EMS records). He said the general fund would receive a $28,000 increase for continued support of the Downtown Painesville Organization. On major capital items, Parkinson told Council the City is allocating $1,500,000 for sewer‑plant fire repairs after a fire, with approximately $1,400,000 expected to be reimbursed through insurance; the City would absorb a $100,000 deductible. He also said the federal grant fund will receive $2,700,000 related to the solar‑field project; those dollars are expected to be fully reimbursable through a solar grant and cover consultant services to prepare construction and procurement documents.
Parkinson characterized the solar‑field allocation as funding for E‑Tree Consulting to prepare bid and construction documents and help advise on battery and panel interconnection. The ordinance was introduced on first reading and will return for a subsequent reading.
