Port Clinton council waives readings, adopts ODOT salt purchasing ordinance; approves Slater liquor transfer and 2026 rules

Port Clinton City Council on Jan. 27 unanimously adopted Ordinance 3-26 to participate in an Ohio Department of Transportation (ODOT) cooperative purchasing program that includes the winter road salt contract. Council also approved a liquor-permit transfer for Slater Food and Spirits and adopted the council’s 2026 rules.
Council members waived the three required readings for Ordinance 3-26, voted to retain its emergency clause and then adopted the ordinance by roll call (7–0). During discussion a councilmember cautioned that joining the cooperative purchasing program “will not solve the current salt shortage,” but will put the city in a stronger position to buy salt in volume and at more reasonable prices for future seasons. The council also emphasized judicious salt use because of environmental and street-damage concerns.
Separately, the clerk read correspondence from the Ohio Department of Commerce, Division of Liquor Control about a transfer of a liquor permit for Slater’s Food and Spirits (from ASW Enterprises LLC to FHL Resources LLC, d/b/a Slater Food and Spirits at 1634 E. Perry St., Port Clinton). Council voted to waive its right to a hearing and approved the transfer by roll call (7–0); Chief Scott had indicated no objections in the meeting record.
Council members discussed an interim arrangement with ODOT allowing the city to obtain salt from an ODOT outpost off Behore Road through the end of April, with the city tracking tonnage and reimbursing ODOT later at the then-market rate. The council also reported a signed agreement with ODOT to allow temporary access while the cooperative program takes effect.
The council adopted its 2026 rules of council by unanimous vote and President Sardi appointed Beth Gilman as president pro tem; the clerk was directed to execute signatures and distribute copies.

The meeting adjourned after routine committee scheduling and project updates; council discussed USDA approval and preliminary funding for a planned roundabout project but noted construction timing depends on additional steps and coordination with utilities.
