JEDD reports 42% revenue jump; BZA denies accessory-structure variance and senior center funding is reduced

City Manager Doug Lewis summarized recent committee meetings and board actions during the Jan. 5 council session, reporting strong JEDD revenue performance, zoning board decisions and senior center funding changes.
At the Dec. 12 JEDD meeting, Mr. Lewis said the JEDD received $2,014,717.97 in income tax receipts through Dec. 1, 2025, compared with $1,417,043.29 at the same point last year, a 42% increase. He said the JEDD is averaging about $167,893 per month and noted Star Ohio investments of $238,650.67. The JEDD approved the 2026 budget, made modest budget adjustments to legal and dues line items, renewed liability insurance coverage, approved the administrator’s contract with no changes, and passed a cyber security policy resolution. Mr. Lewis also said Seisman Cancer Center is on schedule at an administration-building site near the hospital in Concord and that a decision is expected soon on University Hospitals joining the JEDD.
Lewis reported the JEDD discussed marketing and potential incentives for prospective businesses but deferred major outreach until completion of a comprehensive plan. He also said several companies have expressed interest in relocating to the JEDD, and staff will follow up on leads generated at recent industry conferences.
Reporting on the Dec. 18 Board of Zoning Appeals meeting, Mr. Lewis said REFUSAL #2572 (applicant Jeff Monreal) requesting an additional wall sign was tabled due to the applicant’s absence; REFUSAL #2578 (applicant Abel Ornelas) requesting a third accessory structure at 803 Oak Street was denied by a 0-4 vote.
Mrs. Christine Shoop summarized the Fairport Senior Center board report: ongoing building repairs and painting, a new DBA of Riverview Senior Center for 2026, and board election results. She said the center received a $25,000 award from the city to maintain a free exercise class after county senior-levy funding for the center fell from $185,000 last year to $135,000 this year.
No ordinance or council-level vote on these committee items was recorded at the Jan. 5 meeting; council received the reports for information.
