Trenton council keeps beer-permit limit in code, blocking local applicant

Alderwoman Elam moved on Sept. 24 that the council not change Section 8-209 of the Trenton Municipal Code; Alderwoman Holt seconded, and the motion carried by voice vote. The minutes record that, with no change to 8-209, Liberty Stitts cannot receive a beer permit under the code as written.
During the discussion Alderman Harper framed the council’s approach as pro-business but cautious about ad hoc code changes: "We are pro-business and want business to come to Trenton, but we cannot start changing the codes because if we do for one, we will have to do for everyone," he said. Mayor Tony Burriss echoed that stance, saying the city should not "start bending rules." No amendment, exception or delay of enforcement was recorded in the minutes.
The council recorded the decision as a voice vote; no roll-call tally or conditions for a future code change were entered into the meeting minutes.
