Resident reports slab moisture; River Ridge CDD approves drainage easement and discusses storm surge resilience

Oak Run resident Lynda Sorensen told the board she returned to Florida to find significant rainfall and ponded water behind her unit, with "buckling of master bedroom wood flooring and moisture and mold under the floor." She said inspections found no plumbing or HVAC leak and a leak-detection specialist found very high moisture levels in the floor and concrete slab; the specialist recommended installing perimeter drain tiles and 5- to 10-foot downspout extensions to route water away from the home.
Chair Bob Schultz and District Manager Cleo Adams told Sorensen that while some ponding issues might be addressed by the CDD, installing drain tiles is typically an HOA responsibility. Sorensen said she presented the issue to the HOA and hopes the CDD, HOA and golf course can coordinate on a solution.
The board received several operational updates related to stormwater and post-storm cleanup. Mark Zordan of Johnson Engineering reported that the Lee County NPDES Permit FLS000035-004 Cycle 4 Year 7 Annual Report was reviewed and approved by Lee County and will be submitted to the Florida Department of Environmental Protection before the Nov. 1, 2024 deadline. Alex Kurth of Premier Lakes reported ponds were generally in good condition after recent storms but that one nano-bubbler will need repair and relocation proposals were discussed.
Eric Long addressed longer-term resilience, saying the district is developing an action plan and an advisory/review panel and asked the CDD to designate board and staff representatives to assist. Long cited a hypothetical topographic analysis suggesting "a 10’ to 12’ storm surge could have caused 45% to 55% of the community to be flooded," and asked for support in coordinating with County, State and Village levels on potential measures. The board reached consensus for Long and newly appointed Keith Merrill to assist and authorized Charlie Krebs to help as necessary.
The board also ratified an emergency street-sweeping contract with Precision Cleaning, Inc. for storm cleanup at a one-time cost of $1,475 and authorized staff to add additional week-to-week cleanings for roughly a month if needed. The board approved a proposed Grant of Easement for drainage from PSGRC to the RRCDD and agreed that a template easement with specific sketches can be used for future similar matters.
No formal remediation order for individual homes was issued during the meeting; staff and the HOA were encouraged to coordinate and provide updates.
