River Ridge board approves goals and performance measures to meet new state reporting law (HB7013)

The River Ridge Community Development District voted Aug. 27, 2024, to approve initial goals and performance measures required by new state legislation (HB7013) governing special‑district reporting.
Cleo Adams, district manager, together with Tony Pires, district counsel, and Chuck Adams, outlined the new requirement that special districts adopt annual goals and develop performance measures and standards to assess achievement. Management proposed three focus categories for FY 2025: Community Communication and Engagement; Infrastructure and Facilities Maintenance; and Financial Transparency and Accountability. The board approved the Goals and Objectives and the Performance Measures/Standards & Annual Reporting Form on a motion by Kurt Blumenthal, assistant secretary, seconded by Robert Twombly, assistant secretary, with all in favor.
The initial report is due on Dec. 1, 2025, and the board directed staff to post the report on the CDD website and add the task to the district’s Key Activity Dates list.
